Home Rule is highly controversial among the leaders of Harrisburg. City Council wants to enact this form of government to make up for the budget gap that is expected when Act-47 ends. Under this rule, the mayor would essentially have less control. Opponents say this plan puts a heavy tax burden on the citizens of Harrisburg.
