Pennsylvania now has more than 3,000 Commonwealth employees across 35 agencies using generative AI in daily work. That scale makes a second performance measure urgent.

Stanford’s August 12 update found that U.S. workers ages 22-25 in highly AI-exposed occupations were about 19% below the employment path of similarly aged workers in less-exposed occupations by June 2026, with weaker hiring doing most of the adjustment.

Government agencies should keep measuring hours saved, but add time to independent judgment. When AI prepares a first draft, summarizes a case file or organizes routine material, newer employees should spend more time checking evidence, handling exceptions and explaining decisions under experienced review.

A supervisor can track whether an employee catches flawed AI output, escalates the right cases and needs less review after 30, 60 and 90 days. That turns AI from a tool for reducing administrative labor into a tool for building stronger public servants faster.

Efficiency matters. Pennsylvania also needs the next generation of employees who can exercise judgment when the software reaches its limits.
