Mechanicsburg, Pennsylvania — A letter written by a concerned parent to the Cumberland Valley School District seeks the release of information.

The letter states:

Cumberland Valley School District
6746 Carlisle Pike
Mechanicsburg, PA 17050

August 16, 2026

To the School Board Directors of Cumberland Valley School District:

I am writing to ask why Cumberland Valley School District continues to oppose the release of a police report and security footage concerning an incident involving “The Big Red Truck.”

Unless the Cumberland Valley Police Department has decided to reopen the matter and pursue criminal charges against the driver, I do not understand why these records cannot be released. I was previously told by the responding officer that the video and police report would be available. Yet the District’s Right-to-Know office and its solicitor, Johnson & Duffie, appear to be contesting the release of these records.

That raises serious questions. Is there something incriminating in the video? Is the District withholding the footage because the person driving the truck is a school board member? I am asking these questions because I was directly involved in the incident, and I have a legitimate interest in knowing how many inches that vehicle came to making contact with me in an otherwise empty parking lot. I know what I witnessed that day, but I would like to see the actual video for myself.

By continuing to fight the release of this information, the District creates the appearance that there is something it does not want the public to see. If there is a legitimate legal reason the records cannot be released, I believe taxpayers deserve a clear explanation of that reason.

I also question the amount of taxpayer money being spent on legal representation in Right-to-Know matters. Some members of this board recently went to the state Capitol seeking additional state funding, and state legislators responded by providing additional resources. Are those legislators aware of how much Cumberland Valley School District is spending on legal services to oppose citizens seeking access to public records?

These are taxpayer-funded resources. Citizens should be able to ask reasonable questions and obtain public records without feeling that the District will use its legal resources to make access unnecessarily difficult.

I am also concerned about the message this situation sends to members of the community. If citizens cannot obtain a police report and security footage concerning an incident occurring on school property, they may reasonably question whether reporting an incident through the District is the best option. Transparency and public confidence depend on citizens believing that records will be handled openly and appropriately.

I am therefore asking the School Board to reconsider its position and release the police report and security footage, provided there is no legitimate legal basis preventing their disclosure. Because the board has not responded to my emails on this subject, I am forced to do an open letter for the public to see.

If the District believes these records are exempt from disclosure, please explain specifically what legal exemption applies and why. I would also ask the Board to explain to taxpayers how much the District has wasted on legal fees associated with opposing the release of these records and other Right-to-Know requests.

The public deserves transparency. If there is nothing improper about the incident or the records, releasing them should help resolve questions rather than create additional suspicion.

Will this Board reverse course and demonstrate a genuine commitment to transparency, or will it continue wasting taxpayer-funded resources fighting citizens who are seeking access to public records?

I respectfully ask you to release the video and police report, or provide the public with a specific and transparent explanation of why you will not.

Sincerely,

Jason Snyder
Concerned Citizen of Cumberland Valley School District

It’s clear that Cumberland Valley School District is in total “Transparency Lockdown Mode” at the direction of Superintendent Mark Blanchard, Board President Michelle Nestor, and those two Johnson & Duffie lawyers who gleefully assist in weaponizing Right to Know Denials by anyone attempting to hold CVSD accountable. The public, media, state, legislatures, and state agencies are all becoming aware of issues and corruption within CVSD and the absence of School Board oversight by Board Pres Michelle Nestor, Vice Pres Jevon Ford, Dr. Brian Allen, Mike O’Brien, and Asheleigh Forsburg.

Where’s Cumberland Valley School District School Director Mike O’Brien? All these racial discrimination, bullying, retaliation, money accountability issues, Federal Lawsuits, violation of District, PIAA, and O’Brien’s oversight as CV Athletic Committee Chair?

No where to be found….total crickets. All Mr. O’Brien has focused on is suppressing free speech by reducing public speaking time for public comments.

Tell us Mr. O’Brien – why don’t you care about our students? Are you just a corrupt “Bud Shaffner 2.0”?

Another day….another scandal at Cumberland Valley School District. How long will Superintendent Blanchard keep his charade going that he’s got everything under control and there are no issues at CVSD?

This Big Red Truck scandal involving Cumberland Valley School District Board President Michelle Nestor has been fascinating to watch. Superintendent Blanchard and Solicitor Mike Cassidy actions have exposed the institutional suppression of transparency.

CVSD Superintendent Mark Blanchard’s ONLY hope of crisis management is to check Board President Michelle Nestor into the Betty Ford Clinic, pull Board Member Mike O’Brien out of the tanning booth, stop CV Board Spokesperson Dr. Brian Allen from “mocking children and only speaking about kitty litter boxes in schools, stop board Vice Pres Jevon Ford to unfairly advantage his XXXXX on CV’s football team, and attempt to get board member Asheleigh Forsburg to DO SOMETHING…..ANYTHING!

…..and let’s not forget the compromised Solicitor Mike Cassidy of Johnson & Duffie law firm…stop suppressing EVERY right to Know from people that injure Superintendent Blanchard’s and Board President Nestor’s tender and fragile feelings.

DO YOUR JOBS and educate our children while keeping them safe!

Central Pennsylvania law firm Johnson & Duffie has turned into nothing more than a money-grabbing ambulance-chasing law firm with its face being Cumberland Valley School District Solicitor and Chief spin-master and cover-up artist….Mike Cassidy. CONGRATULATIONS!

A friend of mine visited the CV parking lot last weekend to see how many feet Cumberland Valley Board President Michelle Nestor would have had to go out of your lane (and way) to almost hit the parent she was attempting to intimidate with her Big Red Truck. It turned out to be a minimum of 25ft out of her lane…but as much as 30ft.

Tell us Mrs. Nestor, what lie will spew to justify this physical fact? What legal spin will come from that morally and integrity-fluid Solicitor Mike Cassidy to continue to protect you from public and legal accountability?

The public is thoroughly disgusted with the poor excuse of a leader in Mrs. Nestor.

Well, Johnson & Duffie charlatan lawyers miking CV taxpayers again for thousands of dollars. They lost another Right to Know Appeal with the PA Office of Open Records, but crybaby Mike Cassidy decides he has to keep his money milking machine going and now spends thousands to Appeal to the Court of Common Pleas.

When are our law-makers going to step in and tell CV Board Majority and Administration to stop their Blanchard-ego face-saving games and quit suppressing information from the public.

Johnson & Duffie lawyers need to be reported to the PA Bar for their abuse of milking taxpayers for their inconsistent application of PA RTK law. They have no problem GRANTING a request…only to stop half way through…then, when it’s appealed, they demand the requestor to pay $15,000+…then they lose their appeal, and spend more thousands appealing tot he Court of Common please and demanding the same $15,000+.

Yes, CV taxpayers should know that the law firm of Johnson & Duffie are fleecing CVSD taxpayers….and their on the ground man Cry-Baby Mike Cassidy is to blame. 20+ years as CV’s solicitor and he’s taking full advantage of the Blanchard “Protector and Chief” in weaponizing the RTK process to prevent citizens from holding Superintendent Blanchard accountable.
