Cumberland Valley School District (CVSD) has weaponized the legal system to avoid transparency and accountability. Superintendent Dr. Mark Blanchard and Open Records Officer Rebecca Leathery, with the approval of Board President Michelle Nestor, have gone along with CVSD’s Solicitor Michael Cassidy of Johnson Duffie to abruptly halt a CVSD GRANTED Right to Know (RTK) Request that was only partially executed without reason or warning, resulting in another appeal to the Pennsylvania Office of Open Records (OOR).
Coincidently, the abrupt unannounced halt coincided with the public disclosure (from RTKs) of more CVSD scandals and inappropriate activities. These included – exposing Superintendent Blanchard lying to the four new board members concerning the departure of a former German teacher for inappropriate behavior involving a minor; an invalid employee Settlement Agreement signed by former board President Heather Dunn and approved by current board President Michelle Nestor and Vice President Elected Democrat Jevon Ford; a CV H.S. Varsity football scandal involving racial discrimination, bullying, retribution, illegal recruiting, violating concussion protocol, and Varsity Football Coach Josh Oswalt being given a Performance Improvement Plan (PIP); Superintendent Blanchard intentionally refusing to provide four elected board members with a detailed line-item budget prior to voting on a $195M annual budget; freshman School Director Mike O’Brien’s internal emails pursuing suppressing free speech by eliminating/reducing public comment time at board meetings, etc.
CVSD took the position in their formal Position Statement that the Requestor did not adequately specify what emails were being desired, and that the Requestor should now reimburse CVSD over $20,000 for their time to review. Fortunately, the PA OOR’s Final Determination was that CVSD had in fact already identified all emails requested, GRANTED the request, provided a portion (~46%) of the emails, but was now saying the requestor had not been specific enough (after the fact). The PA OOR also determined that CVSD was NOT entitled to reimbursement in accordance with PA Lawand was directed to provide the remaining emails to the Requestor within 90 days.
CVSD waited until the last day of the 30-day appeal period and paid thousands of more taxpayer money to Johnson Duffie to file a 134-page appeal to the Court of Common Pleas citing the same rationale – i.e., the requestor was not specific enough in their request. The actual request was: “Request all emails “To” and/or “From” CVSD High School Principal Adam Andrechik (CVSD Athletic Director Mike Craig) for the time period Nov 1, 2025 through January 27, 2026 (and January 25, 2026 – for Mike Craig)” Neither Superintendent Blanchard, CVSD Open Records Officer, Rebecca Leathery, or Board President Michelle Nestor can explain why CVSD GRANTED the RTK Requests and partially filled but now has decided the requestor was not specific enough in their original RTK Request and owes CVSD $15K in reimbursement.
What is Dr. Blanchard and Board President Nestor hiding? Why is CVSD wasting taxpayer money by pursuing these absurd appeals? Where are the accountability and transparency the public expects and deserves?

**NEW SCANDAL**…CV’s incestuous lawyers from Johnson Duffie NOW denying a Right to Know for a legitimate video of CV Board President Michelle Nestor barreling through CV’s parking lot and coming close to hitting a CV parent’s vehicle. A police report was filed, however CV is denying releasing the video.
This is interesting since CV in 2024 released a video of School Director Bud Shaffner threatening an African American parent who had spoken at a board meeting complaining about bullying on Bud Shaffner’s wife’s cheerleading varsity team (resulted in one of the 3 current Federal lawsuits). A police report was also filed for that disgraceful incident too. No difference….once again Superintendent Blanchard playing games with PA law and being enabled by Board President Michelle Nestor (i.e., the driver)….how convenient. No wonder CV has 3 active Federal lawsuits and is tied up in an appeal trying AGAIN to deny release of emails they had ALREADY GRANTED and also lost their appeal at the PA Office of Open Records.

Does the public know that when Johnson Duffie lawyers either submit Position Statements to PA Office of Open Records for Appeals or Court of Common Pleas, they charge CV $1000s of dollars that are IN ADDITION to the $150,000 CV pays for their bias and “fluid” legal services.
Superintendent Blanchard intentionally violates PA law with no consequences….so far.

Considering the damages she did to her truck last time she enjoyed a happy hour, I would have been terrified seeing her barreling towards me. Does she drink that much because of how unhappy she is? Maybe someone in her life is pathetic.

I need to weigh in on this one. I heard the next day about Nestor almost crashing into the truck of one of her biggest public critics. And she’s in cahoots with Blanchard and Johnson & Duffie to bury the video to save Nestor from more pubic embarrassment and humiliation. What a horrible example for my children.

CV is hiding and covering up so many things. So many skeletons in the CV closet and they are used as leverage over some current and past board members to control them. They will pay anything to the lawyers helping to protect these scandals from ever becoming public. Once these scandals are public the leverage is gone. Some people are terrified about what is about to come out. Someone might not sleep well anymore.

Now that I’ve seen other parents come forward with horrible stories, my wife and I have made the difficult decision to come forward and make pubic the bullying and discrimination my child had to endure at CV that was ignored and no one held accountable by the current administration and school leaders. I used to support Michelle Nestor and give her the benefit of the doubt. I am so disappointed in Michelle and some of the awful things I have heard. The two biggest issues are her ignoring the bullying on the cheerleading squad. I know first hand of several students who were afraid to come forward until after their senior year. And what Michelle said about there being no need for any policy to keeps boys’ out of girls’ bathrooms. This is not what we should be teaching out children.

Michelle Nestor and Chris “Pathetic” Nestor are on a retribution campaign playing ultra-victims to anyone willing to listen to them at the bar. Sad to see these people continue their downward spiral into the abyss of election failures.
Come on Michelle and Chris, just take a deep Zen breath and relax while sipping on some cheap box white wine. Some therapeutic acupuncture or a “Perry County Manure Bath” would serve both of them well.

Why? Nestor lost plain and simple! Her self-centered entitlement attitude is a put-off. She also failed Savannah. I somewhat felt sorry for Savannah. I think she is a nice person but got caught up in the money hype and listened to Nestor too much. I really think she would have won if she had someone else managing her campaign instead of Nestor. I’m not trying to sound mean but I blame Michelle for Savannah’s 72 vote loss.

I haven’t posted in a few months but felt the need to voice my disgust at how Michelle Nestor conducted herself this last election. I went to the Republican victory party hoping to show my support for Michelle and Savannah. Michelle never showed up. This was a slap in the face to all of us that supported her.
