Mechanicsburg, Pennsylvania — Campaign managers are on defense in Cumberland County ahead of the midterm elections after the former Cumberland Valley School District Board President and others have gone public with potentially scandalous allegations including $500,000 of unaccounted for 2025 Sponsorship funds, with several prior years’ funds also unaccounted for. Former Board President Drapp and other concerned residents have filed several Right to Know Requests for documentation.
Several parents have come forward publicly and uncovered evidence of biological boys using girls’ bathrooms within the district. No district policies exist and guidelines vary from one school building to another leaving students and parents confused and in some cases feeling vulnerable. A conflicted CVSD Teachers’ Union President, who is pushing back on a proposed policy to address the problem, is reportedly supportive of students of either sex using any bathroom, students “pretending” to be furies, and teens having multiple pronouns.
And recently, another CVSD scandal has been uncovered involving a former Band Booster President that has potential legal ramifications. While returning from a band trip, the former Band Booster President refused to let the bus stop for a restroom break during the 4+ hour trip. Female students were forced, on a co-ed bus, to relieve themselves in dirty coffee cups retrieved from the trash can.
In response to the allegations, Mr. Drapp said he is being singled out as a whistleblower and has recently been defamed as a Nazi on several occasions to attack his character and integrity. Mr. Drapp feels this is exceptionally egregious given he is a military veteran and retired senior Naval Officer.
A prominent dentist who manages a political action committee in Cumberland County is also attacking Mr. Drapp after an event at West Shore Country Club was picketed by anti-RINO protestors. The protestors legally demonstrated near an event at the West Shore Country Club on Friday. The following day, one of Dr. Michael Verber’s candidates for a Cumberland County Committee Person (CP) seat, along with his teenage son, followed the former CVSD President and filmed him and attempted to question him, while standing with his car in a parking lot near the Carlisle Pike and Sporting Hill Road immediately following a planned protest.
Yesterday, Dr. Verber responded on social media and tagged the Hampden and Silver Spring Police Departments in his post, framing himself and his candidates to be the victims. Constituents are calling this an exaggerated response to a legal protest.
Mr. Drapp and others seek transparency and accountability. He said they will not be intimidated by Dr. Verber and his followers.

New board member Mike O’Brien was appointed by Board President Nestor as the Chair of the Athletic and Sponsorship Committee. O’Brien is responsible for oversight of both Sponsorship and Athletic Booster Clubs. He’s been informed multiple times about the unaccounted for Sponsorship Funds, the non-existent paper-trail…and also the unreported quarter million dollars of the CV Cheer Boosters when Federal lawsuit defendant (1 Count of Fraud) and RINO Marty Carreras was Treasurer. O’Brien has done nothing to ensure accountability.
However, the one initiative he has done was successfully spearhead the elimination of the 2nd public comment session and reduce total public comment from 6 to 5 mins for the public THEY serve to speak about their issues. I wonder why reducing free speech and public comment are so important to Mr. O’Brien?

One of the worse “secrets” for ~two years that many students and parents knew. Fmr German teacher, two years, two different boys. Before her demise, she had the same two students, who were still minors, stay at her house while out of town. Videos posted and circulated of the “boys” showing off the stocked frig of alcohol and one of them showing his “cupped” hands full of marijuana. Oh yes, Dr. Blanchard was the Asst Superintendent overseeing all this mess and scandal.
I’m not sure if she was fired or she resigned. I’ve heard directly from board members that Dr. Christopher told the board he cut a deal with the union to resign so the board wouldn’t have to fire her (sounds passive-aggressive to save face), but then, someone showed me an email that was obtained through the right to know process that showed Dr. Blanchard telling the new board members that CVSD fired her and the potential relations were reported.
So, which Superintendent is telling the truth? However, as usual, nothing shows up in board meetings to confirm truth.
What I also know is that a concerned resident has submitted a right to know request to find out, but as usual, Dr. Blanchard is stalling to hide the truth. When will CVSD administration figure out that the truth ALWAYS comes out!

Yes he is. Four football players had to transfer recently due to the bullying, discrimination, and hostile environment within the CV football organization. I saw emails (that someone got by doing a Right to know) that said the head coach received a Performance Improvement Plan (PIP) after the H.S. principal did an investigation, but Athletic Director (a Fed Discrimination lawsuit defendant) did nothing and made sure to deny the 3 MINORITY students transferring the ability to participate in athletics their senior year….BUT allowed the only white student to play during the regular season next year.
And if students want to appeal, it will be appealed to PIAA Distict III Committee where, conveniently, CV Athletic Director Mike Craig is the Chair responsible for the waiver HE DENIED!!!! Are people starting to see a Good Ole Boy pattern.

I am one parent involved. I want to make a few things very clear. 1) We have requested copies of our son’s concussion handling. We were never given any information about a doctor’s clearance or treatment. It is now for the school to provide us this information. Other than our son’s account (and he was concussed so that could be an issue with his recollection) – our stance as a family is we want to gather all the information possible before making any accusations. 2) In regard to all the players that transferred and who can play and who were blocked, that is hearsay at this point based on limited information at this point. All players will have upcoming PIAA hearings. Thank you

A parent complained about one of Oswalt’s coaches wanting their son to poach a star Carlisle football player. What did Blanchard, Andrechik, or our Good Ole Boy Athletic Director Mike Craig do, NOTHING! No investigation of Oswalt. For anyone questioning the validity of this bus incident in question, I’d be happy to answer any and all questions, as I was the staff member that was called to handle said situation upon the girls arrival back to CV high school. I also was one of the staff members that received written statements from other staff members directly involved with the incident, that I then handed over to the leaders of this district. I can promise it’s real, it has caused children of this district trauma and diagnosed anxiety disorders but in typical CV fashion, it was all swept under the rug by an absolutely vile administration.

I bet Mario and Cat have circled the wagons in an effort to put together his next two 3 minute (or is it one 5 minute) public comment speech(es), where they will hypocritically wax poetic about all the bullying their family has had to endure over the years, each and every one of them – probably even going so far as to paint themselves the victims of this latest development, too. They seem to delight in being spotlighted as the perpetual victims. Always. Never relying on self-reflection or – GASP! – ownership of their own actions.
Stunning how time and time again they so comfortably stand before CV Administration, Staff & citizens of the District spewing their own woes – but completely fail to mention how their middle child was kicked off of CV’s Color Guard team for threatening to hit another child over the head with a cello – which was witnessed by six other teammates. And then, 10 weeks later, showed up to Championships with their total lack of self-reflection on full display as they joined the team on the gym floor, after the team was announced as 1st place recipients; while four of their family members cornered the Director of the program and demanded a 1st place medal for the child who was kicked off the team. In the mean time, their oldest child walked straight up to competition officials and attempted to grab a medal right off the tray for their sibling. And they didn’t stop there. Mario continued his barrage of harassment, texting the Director of the program about the medal they all thought their child deserved, for nearly three weeks after the competition was over.
That’s not just egregious self-entitlement – that is a complete and utter lack of ethics.
And this is the individual that 1200 CV staff members voted on to be their Union President?
That ought to tell everyone all they need to know about the deplorable condition of this school district.
I think it’s long past time we begin to insist that this District raise the bar with who they hire to guide future generations into adulthood.
Perhaps all the idiots that voted for Mario to be their Union President, should have done their due diligence and researched his “parenting” methods – or lack there of. Maybe go take a look at his youngest daughter’s You Tube Channel where she (around age 11ish) publicly announced that Mommy doesn’t experience sexual attraction for Daddy because she identifies as “Ace, (aka asexual). But they don’t fight about it.” Or the “episodes” where complete strangers (old men?) are telling this child what outfits to change into and model for them.
Maybe, just MAYBE, the Union President should put less time into the extra responsibilities of a Presidency and all the ridiculous speeches that are, apparently, one of the prerequisites; and spend more time parenting the children that his wife claimed in her public comments, had all tried committing suicide. We are talking about someone who had to resign his position as Band Fleet Manager, because of an ant infestation in his house. Did he really think Union President came with less responsibility?
And let’s make things perfectly clear. When the former Band Director resigned (or was forced to?), because of his lack of oversight regarding the bus incident mentioned in this article, the incoming Band Director was made aware of, and the current administration was reminded of, Mario & Cat’s middle child being removed from the Color Guard for threatening another child. However, the Administration and the new Band Director routinely ignored those reminders so that the Teachers Union President’s child and wife could return to the program, as participant & chaperone, respectively.
In fact, the current Band Director went so far as to block every digital connection he could with the former Color Guard Director, without having so much as a singular conversation with her. This rendered her incapable of alerting him to not one but two situations of threats/acts of violence against two Color Guard members. Amazing how the two aggressors were permitted to continue their team participation, while the two students threatened and assaulted had to walk away from an activity that was earning them credits toward graduation.
And Mario & Cat continue to cry victim because their biological boy can’t pee in the toilet of their choice – but when that same child threatens to hit a girl over the head with a cello, the world is supposed to “give them grace.”
Mario gets to be “furious” (his words, from the last Board meeting) but no one else is entitled to that – even when the bullying comes from inside the four walls of his household.
And far be it for the “man behind the curtain” to step up to the plate and do what is right for the children in this “inconsequential district” -again, his words, not mine. It makes so much more sense to insulate your Union President.
P.S. Harrisburg100 – It was actually a Taco Belle cup that one girl peed in, and was forced to hold onto until the bus finally was forced to stop at a Turkey Hill. Another was given a sanitary pad, by the current JV Color Guard, whose Mommy is the current Color Guard Director & was the long-time Assistant Band Director.
Gosh, gee wilikers! Is that enough detail to make believers out of some of the stupid skeptics I keep seeing?

Speechless! They should sue for this. I had heard rumors but thought they couldn’t be true. This is the 2nd person in less than 24 hrs. that has come forward concerning the band issue that someone posted earlier. I hope CVSD residents are starting to get an accurate picture about what the administration and some board members are not only allowing, but even covering up. How could CV Blanchard allow that deranged women to chaperone our kids after what she did. Is this another hookup bc her husband (I guess legally but not sexually) is the union president? I will be pulling my kids out of band to protect them from these monsters.

Since others are stepping forward, maybe I too can shed more light on this.
Two days after the referenced Band Bus Incident – which our family likes to refer to as “The First Bus Incident” – a lengthy email was sent to then-Board President, Greg Rausch, which included:
The first two bullet points above, were sent at Greg Rausch’s request and both former-President, Heather Dunn, and former Board Member, Barb Geistwhite were CC’ed on that initial email.
Rausch responded to that email same day, several hours later, with the following:
“Since you are requesting a tape of the incident, I have also forwarded your request to Mr. Mike Sokolas, Director of Student & Public Safety and Mrs. Susan Keller, Transportation Manager. I have spoken with both Mrs. Dunn and Mrs. Geistwhite about all of the concerns within your letter. Mrs. Dunn, Mrs. Geistwhite and myself will keep in touch with this situation as it develops. Dr. Christopher or one of his staff may contact you for further information or clarification. On behalf of the Board and Administration, I apologize for the unfortunate incident and the behavior and actions of those involved. If you have any other concerns feel free to contact Mrs. Dunn, Mrs. Geistwhite or myself. “
About 10 days later, in a conversation with Rausch, we were told that the Pennsylvania State Police were consulted, and shown the audio/video of the “bus incident” and that “there was enough to bring misdemeanor charges against (then-Band Booster President/Chaperone) Cat.” Rausch then proceeded to tell us that that decision was put to a Board vote, and that he was the only one on the Board who voted in favor of filing charges.
Last year, we ran into Mr. Drapp in Wegman’s and we questioned him about his vote to not bring charges against this chaperone – who inflicted so much trauma on some of these girls. I’m sure this will come as a huge shock to all the rah-rah CV Apologists out there, but. . . Apparently the rest of the Board was blissfully unaware of the Bus Incident – and that was Mr Drapp’s first time hearing of it.
More shocking news for the Blanchard Bootlickers:
Ten months later, at the start of a new Marching Band Season, our original email regarding the Bus Incident was forwarded to Rausch, then-Super Christopher, then-Asst Super Blanchard, Director of Public Safety & Transportation Sokolas, Transportation Manager Keller, past-Pres Dunn, and former Board Member Geistwhite. In this email we again attempted to address the final two bullet points above:
Hold on to your hats, Bootlickers! Because guess what? We’ve never received a response to either question.
One final Fun Fact for y’all to absorb: Former Board President, Heather Dunn, after being CC’ed on myriad of emails regarding this bus incident, had the unmitigated gall to step up to the microphone at the September 2, 2025 Board Meeting (during public comments) and accused Jason Snyder & Brian Drapp of being liars, and told all who were listening (including Union President, Mario) that none of the incidents that they had mentioned in previous public comments, had ever happened. This was the first time (to our knowledge) that the aforementioned Bus Incident was ever referenced at a Board Meeting.
Dunn-da-Dunn-Dunn-Dunn (Geistwhite, too) was CC’ed on SEVERAL emails regarding that incident. For her to even remotely suggest that it never happened speaks to her bottom-feeder level of stupid. Please Heather, step up to the microphone again, and address the Color Guard Director who came back to the school that night to comfort and console her team, and tell her the incident didn’t happen. Maybe step up to the microphone and tell David Porter he resigned (or was forced to) from his position as Band Director, for an incident that “never happened.” Perhaps you’d like to address the traumatized girls who have required therapy since that night, and tell them that their trauma is unfounded because the incident didn’t really happen? Or BEST SUGGESTION EVER, when you are done gaslighting all THOSE people that that night never happened, maybe spin around and ask Mario, face-to-face, what the real reason is that his wife was banned from chaperoning. I dare you.
And just to connect the dots for those who are too intellectually challenged to do it for themselves. Your shining Union President sat in that same September 2, 2025 meeting and listened to Dunn-da-Dunn-Dunn-Dunn deny the existence of that bus incident and didn’t have one vertebrae of spine to stand up and say, “Actually, that bus incident did happen, and there were several CHILDREN who were negatively affected by it.” But I guess forgetting it all happened is what is best for his wife – which is clearly far more important than the kids, right?
Lastly, no need for any Right To Knows regarding the above referenced emails. They are all still safely tucked away in no less than three different digital locations and at least one safety deposit box.

No wonder she had continued to shuffle to the podium to blast Drapp & Snyder and others, calling them liers and once turning to Mr. Snyder and telling him to “shut the hell up”…or the CV CUReS bird flipper shooting a bird at Mr. Snyder.
This is another example of the “sweep it under the rug” incident, regardless of how it affects the students. Protect CV first, Mario and Cat (what a pair), and then we have previous Board President Rausch lying about some imaginary vote where he lie to the parents to appear virtuous. Maybe Mr. Rausch can explain his lying to the public….he has 5 mins to do it….even he should be able to accomplish a statement (if he takes out that stupid toothpick and stops his stutters!).

Blanchard still allows the CVEA presidents wife to have direct contact with kids, some of whom were on the bus ride. The one where Cat screamed at children, who were crying, to clean up urine off of the bus floor after their fellow minors couldn’t hold it any longer. Czar Blanchard and the inept Band Booster Board – which the Czar cannot figure out how to rein into compliance – has allowed Cat to resume “chaperoning” duties since the Fall of 2024.

The Band Booster Club needs a forensic audit. It runs a six digit budget. The band benefits from every home football game concession stand, 50/50 etcetera. Yet they try to guilt the board and admin for a “discount” of $20,000 + to host the Cavalcade of Bands. No other booster club has acesss to make such money. This has been an issue for decades at CV. It’s time to spread the wealth so all booster clubs have a workable budget. Many teams have to pay their coaches out of their budgets and have no money left for the athletes.

booster organizations under 915.1 are strictly prohibited from paying anyone to instruct children. Under 915.2 school recognized organizations booster clubs are strongly discouraged to pay anyone to instruct children. But ask cv about these policies and they have no clue what the rules are. Trust me I’ve asked. Blanchard states boosters can contest with whomever they want to work with children.

Remember when CV Cheer Booster Treasurer Marty Carreras got cought by a Right to Know request, not reporting over a quarter of a million dollars? What happened? That’s right nothing….why, bc Board Member Bud Shaffner (2X Fed law suit defendant) was Chair of the Athletic Committee and Booster Committee and Bud’s wife Kristy Shaffner (2X Federal lawsuit defendant) and Buds daughter Bethany Mullin (2X Federal Lawsuit Defendant) are the Head and asst coaches of CV Cheerleading….how convenient. And ole Marty Carreras is a 1X Federal lawsuit defendant with Count of Fraud.

Someone mentioned The Band Boosters needing a Forensic Audit, and the comments section has become too cumbersome for me to find it. I’m specifically addressing that comment:
I requested a forensic audit of the Band Boosters in a February 5, 2024 meeting with Administrators, when the New Color Guard Director had girls outside, in January of that year (in bare feet) scrubbing an old floor, in Monroe’s parking lot. By “floor,” I mean a 400lb. mat. The floor was from a past season and the new Director wanted to sell it – which is common practice amongst CG teams.
Let me see if I can explain the issue:
Varsity CG dues that year were $1200 (if memory serves). Part of the shotty looking “budget” we received that year (which was literally a picture that was taken of a spread sheet on a computer), that explained how those dues were to be used, included the cost of a new floor: $1,200, total. So, parents are paying for a new floor out of the dues. And the Color Guard Director is selling an old floor. But keep in mind, the Color Guard does not have their own budget, separate from the Marching Band. So, CG parents are buying a new floor with a portion of their $1200 dues, and last year’s floor is being sold for ??? (no line item in the financials that we could find). And the money for last year’s floor is going back into the general Marching Band’s bank account to, in theory, buying Tommy a new tuba. Assuming that money was given to Booster Executives, to deposit.
There were also questions we had regarding the World Finals (Dayton, OH) tickets line item (totalling $2200). Our understanding was that the Boosters vetoed that expense. Supposedly, the CG Director took it upon herself to purchase those tickets out of her own pocket and was “fighting with the boosters for reimbursement.” But she was also still charging the parents as part of our dues. It’s not supposed to work like that. If the Boosters wound up reimbursing the Director, that extra $2200 from CV Varsity Dues would wind up back in the Booster’s General Fund – not necessarily earmarked for the CG. Not to mention that the World Class Tickets cost a total of $103.50/person.
There were 14 girls on the Varsity team, that year. Basic math says that each girl was paying $157.14 for that line item – which was $53.64 more than their own ticket! PLUS the Director stated in The Band App that she was also charging any JV members that attended Dayton $40 for those same tickets. Which seemingly suggested that each varsity family’s dues were not just covering our own child’s ticket but the cost of staff members tickets, volunteers (chaperones?), et al.
Additionally, the tickets were purchased without any regards for, or conversations with, parents who planned to attend the event to support their child or needed to be there as medical chaperones for individual teammates. How did the Director, acting solely on her own, know that she had purchased the right number of tickets for those attending, when the hotel block hadn’t even been released to the parents, yet? If parents are traveling at their own expense to support their child in one way or another, there should at least be accommodations made for them to sit with the team at a sold-outEvent where the team is there strictly as the audience and not as competitors – and tickets are not available during the event.
Fact: The first time that the General Booster Community (parents, et al.) could see expenses (three line items, totaling $4068) that year, for Indoor Guard purchases was on the November 30th CVBB Finance Summary which was presented at the November 30th Booster Meeting. It is in that same meeting that the Director presented the Indoor Guard budget for approval. Meaning that The Boosters were spending non-budgeted line items in excess of $1000 with no General Booster vote (which is against the bylaws) prior to the Indoor Guard Budget being approved.
Fact: The Agenda for the November 30th Meeting was emailed to the General Booster Community on November 30th at 2:35PM with no mention on the Agenda of any Budget discussion – Indoor program, or otherwise. So, any parent or concerned party had a four and half hour reminder of the meeting with absolutely zero indication of the topics to be discussed that night, which absolutely should not be.
Fact: Because there was no December Meeting that year, the General Booster Community had NO documented information about the Indoor Color Guard Budget until the November 30th Meeting Minutes were approved and emailed to the Community on January 18th. This was almost a FULL TWO MONTHS after the Indoor Color Guard practices started for the Indoor (Winter) season, well after the first two competitions had been completed, and after dues payments were to commence. Parents should have been given a WRITTEN line item budget PRIOR to the FIRST practice OR at the VERY LEAST, PRIOR TO THE “COMMITMENT DEADLINE.” This budget SHOULD HAVE been WELL advertised to the community and open for all discussion, questions, and voting long before the season started and dues payments were collected.
Dues payments could be made, monthly, over the course of the season, which generally ends in April.
I presented these facts, and much more, to administration, and requested a moratorium be placed on dues until a forensic audit could be executed. The Booster would not have gone destitute, since they were sitting on approximately $65k, in the moment. I was told that the forensic audit was being requested, but that a moratorium could not be placed on dues.
At some point, after I had pointed out all this (and more) to the administration, someone associated with the band decided that $1200/teammate was too high, and partial refunds were given to those who had already paid too much.
After we were told that a forensic audit was being requested, we never heard another thing about it.
But the Boosters routinely do other completely blatant, unethical things right out in the open and the band parents are consistently too stupid to notice – things that completely violate school policy, in the process.
Take “Feed The Band,” for instance. This is an activity that occurs mostly on competition days – which are long. The concept is to take food donations from parents, pot luck style, to feed the kids, between rehearsals and competition departures. Sounds quaint, right?
But this is an example for how the Boosters handle it: They beg people for food & drink donations – typically in the form of a Time To Sign Up – and more than enough parents acquiesce. Salads, sides, snacks, desserts and drinks get donated. Then, the Boosters go and buy $6 pizzas from Little Caesar’s. Sounds great, right?
But THEN they charge each child $5/each for two slices of pizza that came from a $6 pie. Which means that this NON-PROFIT organization is reselling pizza slices FOR A PROFIT, to the children their organization is supposed to be supporting- and the same parents who just supplied ALL the other food, stupidly turn around and spend another $5 for their kids to eat. And again, this is all happening while the Boosters are sitting on an average of $65k in their account. So, unless they followed CVSD Policy Protocol and obtained permission for their “Feed The Band” to be considered a fundraiser (which I HIGHLY doubt) they are habitually breaking district policy. Not just that, but in the Booster Handbook under “District Recommended List Of Acceptable Annual Expenditures for Booster Groups,” line item # 3 CLEARLY states: “Team Dinners.”
$65k – $70k in the bank and the are taking free food from parents AND charging them $5 for two slices of pizza from a $6 pie? GTFOH
Speaking of “Team Dinners.” I cannot tell you how many end-of-season banquets consisted of a Cash Bar, or how many times they charged the students for those meals. Also both CVSD Policy violations.

As a marching band alum (class of 09), I don’t remember having to pay for the food they gave us before leaving for competitions. That must be new. Concerning.
It’s also odd that the indoor colorguard doesn’t have a budget separate from the marching band colorguard. Even if the same colorguard members/directors are involved, they’re different activities. Those funds shouldn’t be part of the general marching band fund, that makes no sense.

I’ve been told that there were discussions, long before our family was involved, about separating the two (possibly three, if you include indoor percussion) budgets. But ultimately, a decision was made to keep everything under one. The reason being, that the Indoor Program(s) had concerns about not being able to raise enough funds, independently, to cover the cost of their individual seasons. Keeping in mind that a HUGE amount of the Band Boosters funds are generated because – like someone mentioned previously – they somehow managed to grandfather themselves into being the sole organization running concessions for the football games – where many schools assign certain games to a mix of several Booster Organizations.

You can see from this, that an Indoor Guard Program is substantially more to operate, than even the Marching Band. Lots of reasons for that:
Lots of word-vomit. But I hope the first part helps to explain why the indoor programs have chosen to stay under the umbrella of the (Marching) Band Boosters.
