Mechanicsburg, Pennsylvania — A letter written by a concerned parent is bringing attention to the need for a school district policy to dictate the use of bathrooms by transgender boys in the Cumberland Valley School District. Boys are allegedly entering the girls bathrooms and locker rooms in the school district when females are using the restroom.

Having no policy to address this issue is harming innocent girls, and creating confusion and distractions for students as well as legal exposure for the district.

The letter states:

Re: No Written Policy Regarding Gender-Related Bathrooms or Athletics

Currently, Cumberland Valley School District has no written standard or consistent policy regarding gender-related bathrooms or athletics. This is leading to biological boys using girl’s bathrooms in some of the district’s schools resulting in confusion and concern. There in no local policy to enforce one way or the other.

If it is the district administration’s desire to not separate the bathrooms by birth biological sex, then it should be made a district policy by the school board.

Whether you agree or disagree with boys who identify as girls using the girl’s bathroom or locker room, students and parents deserve consistency and clarification. With no written CV policy we have confusion and significant concern.

In addition, possible lawsuits could be filed from either side of this issue due to this not being ignored and not addressed consistently and with transparently.

The CVSD Board of Directors needs to make a choice and a formal policy now.

    There is a policy otherwise the building would not have been built with a men’s and women’s restroom. This is a common sense issue that only brainwashed people would believe it’s OK for a men to go into a woman’s bathroom and vice versa. Indoctrination over years and years confuses people as to what a very common sense issue is.

    The problem is, administrators, being confused and pander to those folks that are mentally troubled instead of giving them the mental help they need, as a result of administrators being confused and allowing this to happen, they are showing no empathy or care at all for the 99% of women that are not mentally troubled, and they are made to have lifelong effects of having to know that they’re not protected in a female bathroom, lol

      No written policy exists because years ago we still had common sense and it was unnecessary. We suddenly find ourselves needing written policies and laws for things that no one would have believed needed 30 years ago. Mental illness in the country is a serious problem.

Then start asking who is behind these objectives and who provides oversight.     I am extremely angry reading this about CV Schools. I have been told by numerous elected board members that CV was following Federal Law and now I find out that there is NO policy to protect my daughter! I thought Board President Michelle Nestor was elected to protect our children. Why hasn’t she done anything? I had given her the benefit of the doubt until I found out she was the board member who facilitated bringing that Pancholy political activist to speak to middle schoolers. I remember her standing up and clapping and crying while I sat in the auditorium watching the spectacle of an angry LGBTQ+ mob. Get your act together CV. Where are the other outraged parents?

    I have been speaking about this for almost 2 years now. Just last month I asked the policy committee to work on this. It is needed. It is a fact we have male, female, transgender students and students who identify as animals. There is no policy.

    What locker room do these students use? What bathroom? We have students who “identify” as another gender when they are in school and the parents have no idea. It is crazy what is going on with students. We need policies for everything these days because there is no common sense. We needed an AI policy according to Dr. Blanchard because “with out a policy there is no impetus to develop administrative regulations. Policy provides the general framework that outlines the development of the administrative regulations. We must start with the policy to drive the regulations.”

    They pushed the AI policy through right away yet there is still no policy on bathrooms, locker rooms or even sports. A policy establishes exactly what a public school must have. Policies remove all bias. A conservative approach does not mean “no policy”. A conservative approach means establishing boundaries and that is what we are asking for. Without guidelines …There is no guidance. A policy will ensure transparency. Concerns are already happening. We (and the school board!) have a duty to protect student privacy without bias and support teachers with clear administrative regulations.

    We have an issue already, which is why we need a policy. I can’t even believe this has to be an issue in a school district. Protect the students–ALL of them!!

        I pulled my kids and sent them to WSCA because of the unsafe environment CV had become. Boys in the female locker room, fury fetishes on full display and many other nightmarish scenarios playing out.

      You must pay close attention to the CV Board public speaking sessions to know all of this. Thank God Mr. Snyder spoke up and pointed these things out! Not too many other parents even seem to care. Do you not care that our budget was getting out of control and we were headed for receivership? Do you have any idea how over budget the two massive construction projects are? Each over $1,000,000 and we aren’t even close to completion. You don’t think bullying is a problem at CV? You obviously don’t have students that attend then. Bullying has been a problem for decades and it has only gotten worse. Do you have any idea how many CV students committed suicide over bullying? Maybe you should look into that before bashing someone for speaking out about it! Then the IT policies. Don’t you think a district the size of CV should have certified technicians that keep up with continuing ed? Now we are getting into AI and still no certifications. Mr. Snyder has exposed so much more including – non-disclosure to the board concerning several sexual assaults on campus, lying to the board about an inappropriate relationship between a teacher and student over a two-year period, whatever that H.S. “shower incident is (I can’t wait for the details to come out on that and hear Mrs. Nestor’s explanation), learning about Mrs. Nestor allowing Dr. Allen to disclose privileged Executive Session information to the public in both social media and news outlets in direct violation of PA law, the lies about no school administrators being involved in providing direction and guidance to students for an Anti-Ice walkout last month (when building principal emails confirm their personal involvement), the issue and potential coverup by the administration of the “scapegoat firing” of an Asst Varsity Football coach with Dr. Blanchard’s personal involvement, the lies by Mrs. Nestor and the administration about there being no furries in CV schools, the lies by Mrs. Nestor and the administration about there being no boys ever using the girls restrooms, the lies by Mrs. Nestor and the administration about there being no boys undressing in girls locker rooms, etc. The list can go on and on if one listens or attends the board meetings. The absolute worse “complaints” are still in the “etc.” group. The administration has made a false assumption that the only people complaining are the same 4 or 5. Instead, many in leadership have viewed our children as nothing more than lab rats existing for our perverted ideals, morals, and values. Do the right thing or go find some other occupation where children are not involved.

    A CV parent who posted on Harrisburg100 Facebook summed it up best publicly:

    Kevin Wormser:

    “Yesterday I spoke with two leaders. Two completely different answers.

    One says bathrooms and locker rooms are gender-specific.

    Another says there’s no policy—and students can use whichever they want unless someone complains.

    Think about that.

    That means action only comes after something happens. After a complaint. After a problem.

    My daughter has already experienced biological males in the girls’ bathroom. And instead of clear policies that protect privacy and safety, we get confusion, silence, and “we’ll deal with it if there’s a complaint.”

    That’s not a policy. That’s a failure.

    We’re spending taxpayer dollars on new construction—including gender-neutral bathrooms—yet still can’t establish clear, enforceable rules to protect our kids in the spaces where they’re most vulnerable.

    And now our daughters are being told this is normal… that they should just accept it.

    I don’t accept it.

    This isn’t political. It’s about boundaries. Privacy. Safety.

    Board meeting on the 30th. Show up. Speak up.

    Because staying silent is no longer an option.”

      I’m sure Superintendent Blanchard and Board President Michell Nestor will come out and gaslight Mr. Wormser and blame him for spreading fake news (Nestor’s favorite narrative) and Blanchard will accuse his daughter of lying. And if that doesn’t shut up Mr. Wormser, Blanchard will personally weight in with a heavy-handed email (confirmed by other parent interactions), and if Mr. Wormser doesn’t go away, Blanchard and Nestor will pay $100K for a non-independent investigation using McNess law firm again, come up with no findings, won’t release any recommendations (as in the $100K faux cheerleading investigation), and publicly try to shame Mr. Wormser. Blanchard and Nestor may even resort to dragging our Mike Verber’s CV Cures #1 Educational Advisor, former CV Board President Heather Dunn who will shuffle up to the podium, gaslight Mr. Wormser, say he is just mimicking the usual crowd…and she may even turn around to him (as she did on video to Mr. Snyder) and tell him to “shut the hell up”…them she may even have the CV Cures “bird flipper” Herbert…come out to flip him off.

      So, this is the the type of leaders CV is stuck with. Parents need to come out to board meeting and speak the truth about what is actually going on in the school buildings. Talk to your kids and ask the hard questions. I’ve discussed many of these issues with “that group” Blanchard and Nestor despise for uncovering “truths” via Right to Know Requests (that are hated by Blanchard and Nestor) because it exposes the truth in their OWN WORDS and ACTIONS. Finally, we have that new board member Mike O’brien, the same one that lost in a DEM primary to unseat Scott Perry…and who is only using this past election to win a CV board seat as stepping stone to higher office. Don’t be surprised when he announces he will resign before the end of his 4 year term. What was his first action. On Jan 9th, he personally initiated his plan to reduce free speech by eliminating the 2nd public comment period during board meetings. So much for transparency Mr. O’Brien. Smooth talking and superficial “caring” and “empathy” for students only goes so far. But don’t worry, I’ve been informed (by “that group”) and verified numerous scandals in the Athletic Department and Sponsorship Committees. I’m still waiting for Mr. O’Brien to explain the lost half a million dollars in 2025 Sponsorship Funds? What kind of oversight are you doing Mr. O’Brien? You own these Blanchard/Shaffner/Willis scandals…and you will be held accountable.

        If any of us lost or misplaced a half million dollars I am sure we would be under investigation and facing criminal charges. Somehow when Cumberland Valley school board members and administrators lose the paperwork tracking where half a million dollars are spent it is treated as a normal everyday occurrence. Is this standard operating procedure? It must be since the same 2 individuals ran it like this for 15 years. After all that money went missing, those 2 left and are now active with a special interest political group. Did that special interest political group track where all their donations came from or are they also missing the paperwork?

    Why hasn’t CV Superintendent Blanchard asked former 28yr board member Bud “Harold” Shaffner and former 20+yr CVSD CFO Mike Willis WHERE the over half a million dollars of 2025 CVSD Sponsorship funds came from and went to? These funds were not part of the general fund and subject to Federal IRS oversite. Where are the authorities looking into the unaccounted for funds? Dr. Blanchard even admitted publicly recently that there was no documentation to account for all the funds (i.e., $500K of the $800K). Residents demand answers. And we pay Dr. Blanchard over a quarter million dollars per year and continue to give him performance marks of “proficient” for this type of dereliction of duty and failure in performing his job?

      New CV Board Member and DEM Mike O’Brien now owns the “oversight” of the missing $500,000 CVSD Sponsorship Funds since he is now the CVSD Athletic and Sponsorship Committee Chair. What is Mr. O’Brien doing. Remember, Mr. O’Brien is the board member in the process of reducing free speech in the district by removing the 2nd public comment period. Is this personal initiative by Mr. O’Brien part of his desire to limit any public questioning of the missing $500,000 of sponsorship funds? Many people already suspect Mr. O’Brien is only on the CV Board as a quick stop-over-stepping-stone to another higher office. Many also suspect he will simply resign in the near future to run for higher officer as a Democrat.

        So he is in charge of the missing $500,000 and his running mate Martin Carreras underreported or lost $250,000 from the cheerleading booster.

        Is there a pattern here? How come no news outlets are covering this?

        Residents heard CV Superintendent Mark Blanchard say the “If there a Mt. Rushmore for CFO, Mike Willis would be included”…..heck, what if $1M was unaccounted for instead of the $500K….would Dr. Blanchard say Mike Willis should have a monument on the National Mall!!!!!! ….AND Board President Michelle Nestor just sits there and does and say nothing about it. Where is the public outrage?

      Doesn’t the board care about half a million dollars missing? Why hasn’t this been reported to the Cumberland County DA? This sounds like maybe the IRS or FBI needs to investigate. What school has half a million dollars go missing in a year and does nothing? What level of corruption is happening at CVSD? Who was negligent in direct oversight? How many millions have gone missing over the last decade? Where did the money go?

      Did he move in with his “fitness trainer”? It’s not like he has to keep their relationship a secret anymore.

      We see them all the time at the gym. It has been obvious for months.
