Mechanicsburg, Pennsylvania — Harrisburg100 has obtained a copy of a letter sent to the Cumberland Valley School District Board of School Directors and Superintendent Mark Blanchard today concerning the under-reporting of over a quarter million dollars in revenue over a 14-month period by the CV Cheerleaders Booster Treasurer. Former board member and retired U.S. Navy Captain Brain Drapp presented evidence obtained via Right to Know requests, and documents obtained from CVSD attorney Daniel McGannon.
Board President Greg Rausch and Superintendent Mark Blanchard remained silent when this serious issue was brought in front of the board publicly during public comment on December 16, 2024, then the meeting abruptly ended by Board President Rausch as School Director Matt Barrick was attempting to address the issue.

You can do redactions to hide personal information on the bank statements. The fact you don’t know this but can hide a quarter million off books is amazing. So how much money is it really? There is no proof shown that the funds were accounted for. No records have been released and they might not exist so they admitted to $250K underreported but there could have been more left off the record in cash. Without records and receipts we have no proof and no certainty.

Wasn’t he also responsible for the sports booster reporting During the periods prior to when he abandoned his elected post?? He hasn’t been a disgraced former board member for that long. I think he’s a coward and is mad that Bud and other board members changed their stance once given full information on the bullying presentation – not the homophobic, vitriolic lies Drapp, Barrcik and the other Moms For Liberty hacks told the other board members to get them to make their initial vote in the first place. Marty, Bud runs the Booster and Athletic committees. He has chaired and overseen the athletic committee for three decades. You are the book keeper and his chosen minion to run for his chair so you knew that. How much of an issue is it to keep over a quarter million dollars in cash ans off the books? What homophobic comments were being made? I was at some of the meetings and did not recall hearing anything like that. I actually heard a lot of bullying from some of the people in the audience calling board members names and belittling them and the board members never acted like that back so I must’ve missed something.
What was really disheartening was hearing an 8 or 10 year-old little girl yelling at the board members that they were racist. Now we all know an 8 or 10 year-old little kid doesn’t even understand the full scope of this, and this child was being indoctrinated by a parent. I was watching her phone when she was scrolling on TikTok and wouldn’t you know it she stop scrolling when a militant with a machine gun spreading propaganda appeared on her screen. It was the only thing that she stopped and studied for more than three seconds.

They changed their stance because of the fact they were being bullied to death. The vote was still very close with a 5 to 4 decision. I believe these board members were trying to look out for the best interest of our children. Activists coming into the school is not always the best solution. When the gentleman finally did speak, there were no cameras allowed like there was at the board meeting. I found out from children that were there that it started out as an anti-bullying message and went to how wonderful the gay life is 3/4 of the way through the speech. We should not have weird sex stuff being taught to our children! We’re not allowed to talk about God or have a famous preacher come in and teach moral standards to our kids, But it’s demanded that a trans flag gets flown and activists are allowed to indoctrinate our children.

you can tell that most on here have never been an auditor. Bank statements must match the financial report. No matter the reason if $250k was off book it was also outside of the control on the board. Was it borrowed again and then paid back? Who knows as it wasn’t tracked by the board. This is bad no matter how you look at it.

The quarterly balances for the Cheerleading Boosters, available through the agenda in the latest CV Board Meeting, is in alignment with other large-scale Booster organizations. Moreover, the Cheerleading Boosters support two teams, not the 35 incorrectly stated in the letter, across two seasons as well as summer workout opportunities. Thus, for equity sake, when comparing apples/apples, the amount should be divided by 2. The same should be said when trying to develop a narrative to compare sport budgets. That said comparing sport budgets across different types of sports is a fools errand, since there are many factors that go into what is required for one sport vs. another (most notably is the number of athletes as well as the manner in which the broader sport operates within the Commonwealth).

you can tell most commenters have never been an auditor. If the money was not visible to the Board via financial reporting and properly audited, then the board can not assure proper use of the funds and therefore forfeited their fudiciary responsibility. If this money was off the books how can you say the person controlling the funds did not take personal loans and did a payback over time. The call this in slang terms a slush fund. If indeed true, this is bad…real bad.

Manufacturing bank statements would be a serious issue, so maybe that’s why the bank statements will never be made available. We have to consider they don’t exist.
