Mechanicsburg, Pennsylvania — A letter written to the Cumberland Valley School District by a concerned parent is calling into question an attempt to limit public comments after a political action group was criticized during a school board meeting. The group, CV CUReS, which controls the majority of school board and policy committee members, has sought to have public comment sessions reduced at school board meetings.

Re: Reduction in Public Comment – Changing Board PolicyThe Cumberland Valley School District (CVSD) voted on April 6th to reduce public comment by eliminating one of two public comment periods and reducing total public comment time from six to five minutes. Members of the public and even board members asked why the need to change a policy that was just updated in ‘24.
The Jan 28th Policy Committee Meeting Minutes reflected the initial discussion to change that was championed by freshman board member Mr. Mike O’Brien who recommended cutting overall public comment time in half to just a single three-minute period. Thankfully, other board members who respect first amendment rights pushed back hard enough to keep 5 minutes of public comment time for CVSD residents.
The Policy Committee Meeting Minutes also show that during the discussion, Mr. Brian Allen voiced his concern that public comments had “included references to political groups.” Note: During public comments, people have occasionally referenced the political action group CV CUReS who controls five out of the nine current CVSD board members and two out of three Policy Committee members. It is reasonable for CVSD residents to be concerned about the possible undue influence of CV CUReS over district policies and financial matters.
In December 2025, CVSD residents began to talk and ask legitimate questions about years of missing documentation relating to the massive CVSD Sponsorship Funds now overseen by Mr. O’Brien. Coincidently, the two individuals who ran the CVSD Sponsorship Funds for the past 15 years, retired at the end of 2025, and are now active in CV CUReS. The aggressive push by certain board members to reduce public comment occurred only a month after these inquiries began.
Some residents believe in coincidences, some do not. What do you believe?

Does the CV CUReS slush fund have the same issues with missing documentation on funds coming and going that CV Sponsorship Committee has? I wonder if the bookkeeper for both is the same, or if the bookkeeper of the Sponsorship Committee is just advising the CV Cures slush fund? I wonder what would be discovered in an investigation.

If public comment time wasn’t reduced by Mr. Anti-free speech Mike OBrien, residents would start questioning again why Fmr CVSD Board President Heather Dunn (President 4 out of 5 yrs) LIED….yes LIED to the public in writing and verbally in meetings that she would let the newly elected board members (in 2023) Mr. Clancy, Mr. Barrick, and Mrs. Potteiger participate to hire the new Superintendent. However, only a week after Mrs. Dunn made her altruistic statements, she did a 180 degree switch and rushed and forced a vote on Dr. Blanchard. NOW WE KNOW WHY Mrs. Dunn…you LIED to the pubic…LIED to the board…what else have you LIED about? ….fortunately, the non-vexatious right to know process has answered that question and many more.
So, next time you do your angry shuffle up to the podium and blather about “nothing”….maybe you should start explaining to the public why you LIED…and why you’re the main advisor for that DEM/RINO CV CUReS political slush fund? Your desire to protect another mis-behaving Superintendent IS NOT WORKING! Maybe you should start taking political cures from Nestor and re-brand your failed image and that of your lap-dog Rausch (there’s NOT enough space in the comments section to list all his LIES!).

The list would be far far shorter if you simply asked current CV CUReS advisor Mrs. Dunn what she was truthful about. You can safely assume that if her lips are moving, that she is lying. Mrs. Dunn is brutal in her Machiavellian approach to politics. Mrs. Dunn will always say the ends justifies the means. A bitter and angry person that is fearful about the public seeing her for what she really is.

Please Dunn da Dunn Dunn Dunn do your angry shuffle to podium and list your endless praises for Blanchard…so, when he departs (one of 3 ways)….and you have your emotional “crying-game” meltdown, you can at least be honest concerning how you enabled, ignored, defended his actions ….and the significant harm to students that YOU MRS. DUNN caused. You can’t re-write your failed legacy and leadership. People still don’t understand how you could sell out to Bud Shaffner so easily.

Unhinged CV Board President Michelle Nestor is so worried about her county and state CP (Committee Person Race) that she has completely dropped the ball on her oversight of CVSD Board. She’s got scandals upon scandals upon scandals piling up…she has no idea how to stop or slow them down. Her Superintendent is on the ropes, her newbie board member Mike O’Brien has turned into the new “scandal-ridden” Bud Shaffner concerning Athletic Program scandals….unaccounted for sponsorship funds….suppression of free speech, etc.
Nestor can’t even function with the non-stop RINO campaign against her that is slowly creeping ever closer to her Hampden Precinct.
She is seeing her state and county CP aspirations slipping through her alcohol-slippery fingers….
All the cocktails and white wine at Gilligan’s & Caddy Shacks wont even help! …and she hasn’t even figured out yet that it’s only just begun!
I wonder who could re-habilitate her public image at this point?

I wonder if CV Board President Michelle Nestor and Superintendent Mark Blanchard realize that H100 website and Facebook generate between 20-30M views per month. Wow…I know she hates H100…however, H100 has made her a celebrity of slow-motion political self-destruction!
Mrs. Nestor and Board Member Mike O’Brien decided that they’d rather residents go to the media with issues and HARD EVIDENCE rather than speak in front of the board. Both of these individuals have been outed as frauds…O’Brien HAD to get elected to something in order to seek higher office…but his board performance fraud has been exposed along with his faux perfect marriage facade. Mrs. Nestor just cares about Mrs. Nestor…really is that simple…a phot op her and there….a cocktail party here or there…a glass (or magnum of wine) here, there, and everywhere…a simple and VERY predictable creature of narcissistic habit.
