The November 2025 election for four new Cumberland Valley School District (CVSD) Board members is critical to returning integrity to our board that will protect our students. A recent Letter to the Editor of The Sentinel by four CVSD current board members – Greg Rausch, Bud Shaffner, Mike Gossert, and Jevon Ford claim this election is “…about values…we need board members who…foster unity across our community.” Additionally, they wrote “…our school board should be a place where diverse voices are heard and respected.” While I concur with all their comments 100%, the actions of these four board members have been quite to the contrary. Using one of their favorite statements – “let me set the record straight” – for the public. It should be noted upfront that Board President Rausch is a named defendant on three Federal Discrimination Lawsuits, while Mr. Shaffner is a named defendant on two Federal Discrimination Lawsuits.
Board President Rausch removed School Directors, Clancy, Barrick, and Potteiger from all but one of the six regularly meeting committees at the start of Mr. Rausch’s recent term as President in Dec ’24, after the three of them opposed his re-election. He assigned himself and Assistant Secretary Ford to four of the six, and Vice Pres Nestor to three of the six. In addition to disenfranchising Monroe/Middlesex and Silver Spring townships from equal representation on committees, this deprived the district of the diverse experiences and skillsets of Clancy, Barrick, and Potteiger. Mr. Rausch stated his actions were in the best interest of the district. Mr. Rausch also waited one week after a loaded 9mm handgun was found in a 9th grade student’s backpack before convening a special board meeting to discuss district safety procedures. He denied an initial request by Mrs. Potteiger shortly after the incident saying “…this does not involve the board (i.e., a loaded 9mm handgun in a classroom).”
Mr. Gossert (as Board President), failed in his attempt to “grab” McCormick Farm (i.e., Lee Farm) by eminent domain. Mr. Gossert conveniently failed to inform the entire board that the board member who proffered this eminent domain land grab was another sitting board member who was also the land attorney for the development behind McCormick Farm who needed to build a road across McCormick Farm to allow for the completion of the development, but had failed to get Silver Spring Township to use eminent domain. Fortunately, their scheme was exposed and bi-partisan legislation passed that required CVSD to return the farm to its previous owners.
Mr. Shaffner has frequently bullied parents and residents during and after board meetings. He’s verbally berated a father and his minor son after a board meeting, telling them “…if you don’t like it, you can move the f*** out of the district”; he threatened another parent (police report filed and on video as part of a Federal lawsuit) that he would call authorities to make a child abuse complaint against the parent; Mr. Shaffner also requested Board President Rausch to send a uniformed, armed police officer with police canine into the parking lot after a private citizen and former board member, after the private citizen’s negative public comments about Mr. Shaffner and Mr. Rausch. Both Mr. Rausch and Mr. Gossert have verbally bullied a fellow board member during an official meeting, hurling multiple f-bomb laden insults at the equal board member. Mr. Gossert, in front of eleven witnesses stating, “look at you, sitting there a big f***ing c***.” Many of these disgraceful actions were witnessed by Mr. Ford, who stayed silent when he could have shown true leadership.
The bottom line for this important election – changes are desperately needed to return CVSD board to a governing body that demonstrates respect, integrity, and genuine leadership that is in the best interest of CVSD students and our community.

At the Cumberland Valley school board budget retreat in the spring of 2024, a discussion over possible receivership and needing a balanced budget was getting heated. While some suggested trimming in unnecessary spending, school board director Jevon Ford got angry and shouted “Let’s just cut all athletics and all special education”. When he was called out on this during subsequent public meetings by a member of the public, he called the member of the public a liar. Even if he meant this in a sarcastic manner, it was completely inappropriate for him to do so.

This school board does not represent the thoughts and feelings of the community. The way they have behaved is disgraceful. The Board members are supposed to represent the people, not just the select people who throw money at a situation. Every ad that goes out with CV Cures and their candidates is asking for money. This group is throwing a lot of money into an election where there are supposed to be diverse perspectives and opinions, but they want to be certain everyone is going to do exactly what the administration wants. They want candidates who will go along, not ask questions. They want candidates who allow the numbers to be manipulated and show the public false realities. What happens when they have to make the payment using the newly found surplus money? Just as Mr. Willis said, “they will borrow from next year’s budget.” That is exactly what they did here. They don’t have a surplus; they borrowed from next year’s budget.
None of those candidates have taken a stand to truly protect the students where it really matters, their safety. They have not established a bathroom policy, they have refused to make adjustments to how their mental health survey was implemented even after numerous people have come forward and they know for a fact students attempted suicide because of the way it was handled, they have refused to take a stand or create a policy protecting girls in sports and they fail to even recognize it isn’t simply protecting girls from boys, it goes both ways. All children should be protected to the best ability possible and that simply is not and has not been happening in CV. That is why they are losing so many students to cyber and charter schools.
We need candidates who will put the safety and security along with the financial stability of the district as a top priority. I can’t believe the Verber dental organization would even get involved to this extent. Verber is one thing, but his entire organization is another. Then again, when they receive all the financial benefits that they do from sponsoring the district I guess money really does talk. As with local, state and national politics, follow the money… We can all see where that has gotten us!

Great question and I know that has been raised at many of the board meetings and no definitive answer has been given. They just miraculously came up with a “surplus” for this past budget. IF it truly was a surplus, how did they not know several months ago, why did they cut student programs (full day kindergarten, 4th grade strings, middle school basketball, etc and even threaten to cut JROTC). This type of surplus, if it were a true surplus, would have more than covered those programs.

If the CVSD Board is in such dire need of “integrity” then why isn’t the author of this letter to the editor, Brian Drapp, running again for CVSD Board? What is Drapp afraid of? Drapp apparently has all of the answers for all of the CVSD’s alleged problems. Is it because he doesn’t want to answer tough questions about the Pancholy incident? Then over the course of the year you can try to save in places, actual costs and revenues come into focus, etc., and then you get the final numbers for the year after the fiscal year is over. The listed board members can not defend themselves from these accusations nor dozens of others that are worse, because they are true. A small group of elites have decided that they will overspend on pet projects and lead Cumberland Valley into financial ruin so that they can raise taxes far beyond the normal state limits. They will claim financial hardship when applying for the exemption. Right now some of the board and the CV Cures PAC are claiming budget surplus. They claim a balanced budget. They took money (3.5 million) borrowed from a bond and put it in their general fund. As some have pointed out this is like a cash advance on a credit card. They still spend more per year than they bring in by 7 figures. So ask yourself why is the board and CV Cures now lying. Why are they claiming a budget surplus? A massive increase in taxes does not sell well with the public. So they are lying. However since the board and the PAC are doing this together and publicly this does show probable collusion. Keep that in mind.

Just heard that more “buried incidents” will come to light. Many parents now know that they weren’t alone and there were many other students that experienced bullying, assaults, coverups, and threats from board members and school administrators. Sad to see in this great district. I suspected this might have been the reason why Rausch, Shaffner, and Gossert running away so quickly. I also heard that Rausch and Shaffner will be tied up in these lawsuits through ‘26 and ‘27. I hope the courts hold these failed individuals accountable and students get justice. Dr. Blanchard is in the same predicament.

Got the O’Brien Forsburg campaign postcard today nowhere does it state anything about any position they have about anything that has to do with the school board. They attacked Selena Ling and Barb Gleim with numbers pulled from a hat. Has Verber written all over it. Attack attack attack.

O’Brien and Forsburg frequently say kids don’t need to go to college they should do a trade or some other job. Yet both of them list and highlight their college accolades as the focus of their campaign card. Nothing about how they will balance the budget or curriculum. Strange.

With the borrowed money moved to the general fund they have a surplus.
I never realized I could balance my budget with a cash advance from my credit card.
Now we can do the same and we can all have a surplus. We never need to balance the budget again.
